Thaddeus Ross is now president of the United States and sends Sam Wilson, the new Captain America, and Joaquin Torres, the new Falcon, to stop the mercenary Sidewinder in Mexico. At a White House summit about adamantium, a metal found on Celestial Island, the remains of the Celestial Tiamut, several men, including Isaiah Bradley, are triggered by a song to try to assassinate Ross, and later remember nothing. Sam clears Isaiah's name by following the trail to Samuel Sterns, the scientist exposed to Bruce Banner's blood years ago, whom Ross secretly held to help win the election.
