The manga artist Gengo Odaka gets a job designing monsters for World Children's Land, a theme park whose centrepiece is a Godzilla Tower. He soon suspects the company running it, and he and his friends steal a strange tape from its offices. The company's staff are space cockroaches from a dying planet, the Nebulans, wearing human bodies, and the tape controls King Ghidorah and the space cyborg Gigan, which they summon to destroy Tokyo. On Monster Island, Godzilla and Anguirus hear the tape's signal and come to fight. The army drives Anguirus back at first, so he returns to Monster Island to report, and the two monsters head for Tokyo together. At the park, Gigan and Ghidorah overpower them, Gigan slashing with its bladed arms and buzzsaw belly, and the Godzilla Tower fires a laser that wounds Godzilla badly.
